Civic Society objects to proposed changes to permitted development planning rules

The Cheltenham Civic Society (CCS) objects to the proposal to permit changes from the Commercial, Business and Service use class to residential use without the need for full planning permission, and more specifically to the suggestion of applying this new regime to Conservation Areas as well.
